The First Stakeholder Workshop within the context of the Revision of the Industrial Emissions Directive and the First Stakeholder Workshop within the context of the Revision of the E-PRTR Regulation which is being organised by a RPA-led consortium, will take place on December 15, 2020.

Directive 2010/75/EUon industrial emissions (the IED) is the main EU instrument regulatingpollutant emissions from (agro)industrial installations in order toachieve a high level of protection of the environment. Various primaryindustrial sectors, as well as intensive agriculture installations, arein the scope of the IED. Permits must be issued for these installationsby national authorities with conditions based on the use of BestAvailable Techniques (BAT). An evaluationof the IED was carried out in 2020, concluding that it largely workswell, but that improvements could be made in its design andimplementation.

The European Green Dealaims to radically reduce the environmental impacts of the EU, includingits climate impacts, going towards 2050. Today, numerous(agro)industrial sectors covered by the IED still contribute significantoverall pressures on the environment, they must play their role inachieving the aims of the European Green Deal.

The European Commission has committed to review EU pollution controlmeasures from large agro-industrial installations, in order to ensurethat they become fully consistent with current and future-oriented(2030, 2050) climate, energy and circular economy policies.

An impact assessment to examine revisions to the IED is currently under way. This First Stakeholder Workshopwill provide more information on the impact assessment process, workplan and the follow-on consultations that will take place. The meetingwill explain this process, and present the problems being considered inthe impact assessment, together with current options being considered toaddress these problems, which will form the focus of consultationactivities throughout the coming year.

Regulation (EC) No 166/2006 of the European Parliament and of theCouncil of 18 January 2006 concerning the establishment of a EuropeanPollutant Release and Transfer Register (the E-PRTR Regulation) is totranspose, at an EU level, the UNECE (United Nations Economic Commissionfor Europe) Kyiv Protocol on pollutant release and transfer registers.The E-PRTR helps improve public access to environmental information onpollutant releases and transfers from Europe's largest industrialfacilities. By establishing a coherent and integrated database withclear data on the annual mass emissions (and transfers) of pollutants,the E-PRTR enables the public to become more closely involved inenvironmental decision-making. The recent review of the E-PRTRRegulation has concluded that it is generally ?fit for purpose? butthere are some areas for possible refinement.

The E-PRTR Regulation is closely linked to the IED and, as for the latter, an impact assessment to examine revisions to the E-PRTR Regulation is currently under way. The afternoon session of the First Stakeholder Workshopwill provide more information on the impact assessment process, workplan and the follow-on consultations that will take place. It willpresent the problems together with the possible policy options beingconsidered in the impact assessment, which will form the focus ofconsultation activities throughout the coming year.

  • Industry, including business and trade associations, individual plant operators as well as technology providers
  • Environmental and consumer/ civil society NGOs
  • Research and academia sector,as well as technology and innovation organisations.
  • Stakeholders with expertise in relevant EU environmental legislation and international agreements,such as the Air Quality Directive, Waste Framework Directive, WaterFramework Directive, Circular Economy Package, Seveso Directive, theE-PRTR Regulation, the Kiev Protocol and the Aarhus Convention.
